OBGYN, Maternal and Fetal Medicine 's  Response
Hi dear, I have gone through your question and understand your concerns.
Pericardial effusion and fluid behind the neck in a 13 weeks fetus can be due to :
1. chromosomal anomalies, esp Downs syndrome
2. Non immune hydrops fetalis
3. Any congenital cardiac anomaly
I would suggest you to consult a fetal medicine specialist to get properly counselled and get amniocentesis done to confirm the fetal karyotype.

Hope you found the answer helpful.
