General & Family Physician 's  Response
Hello,
Thank you for using health care magic.

With your symptoms of itchy red rash that comes and goes, genital herpes need to be looked for.It is caused by a virus and I recommend that you immediately stop using any steroid ointment on the rash,as it can worsen the condition.
You will need tests to detect the herpes virus on the lesion and further management with antiviral medication accordingly.
However allergic reaction can also cause itchy red rash, and it is difficult to differentiate without knowing more about your history and physical examination.

I suggest that you stop using steroid ointment and consult your doctor as soon as possible.
