I can understand your concern for painful bumps on shin. It appears that you have got probably vasculitis of the area which is most often seen at the shin area and is mostly painful. Tough it is important to know your age and related medical history as well as a picture of the area is quite important to diagnose the exact entity.
In my patients I generally prescribe a course of oral steroids and topical steroids such as clobetasol or hydrocortisone to apply over the affected area. If required and find any infective component then I generally also give a course of oral antibiotics. Still if you are worried then you can discuss further with a dermatologist.
Take care.
