What Could Red Swollen Ankles And Calves In Elderly Suggest?

Swollen ankles with red shiny skin on calves My 94 year old mother has very swollen ankles and calves, the skin on her calves is red and shiny. Her stomach is also swollen and hard, she passes water every hour during the night but normally during the day. Her mobility is limited due to a hip operation 15 years ago. Can anyone suggest what may be wrong with her? Her doctor seems uninterested in her, she thinks due to her age.
