Dear Kathrina,
My personal opinion is that low Hb is not related to diabetes in your father's case. There must be something undetected condition which is making him lose blood. commonest conditions are 1. Bleeding peptic ulcers 2. hemorrhoides 3. worms in the intestine. Also it would be very helpful to know the peripheral smear report. in my humble opinion there is no point transfusing blood without understanding why he is losing blood..
wishing him a speedy recovery..
