What Could Excessive Crying And High Temperature In A Toddler Indicate?

My son is suffering frm fever and we came to ER last night as his temp was 102 and was advised to take meftal p for fever and in case if fever is less than 101, then parasafe. Eventhough he was having fever, he was not dull. After cmg back to home from ER and giving him meftal, he started crying for almost 30 mins.. We managed to give him azythral antibiotic and he went to sleep.. after one hour he woke up and started crying.. These cryings are smethng which we didnt seen before.. we know he is suffering frm smethng and rushed to hospital again as he started to shiver a bit ( hot weather).. Doc wanted to test if its a urinary tract infection.. Waiting to give sample and his fever is now 103.. Is it normal in kids to get such a temperature? My kid age is 14 months.. His weight 10.5 kgs.. What could be the reasons for his excessive crying?
