The symptoms are suggestive of either * Urinary tract infection, which is much more common in diabetics * involvement of Autonomic Nervous System as a long-term diabetic complication, which leads to overactive bladder or loss of control over urine passage; or, * A pathological lesion of the kidney/bladder. An ultrasound will reveal the pathology, if present. Consult your doctor and apprise him of my opinion.
