What Could Be The Reason For Stinging On Top Of My Penis Foreskin?

I have a place on the top of my penises foreskin. It really stings. Even when it rubs on my boxers. Its slightly red, and somewhat dry.
Could this be a rash due to friction?
I do masturbate, and I had done it a couple minutes before realizing that my foreskin had this odd rash like thing.
Im praying its just some sort of rash or friction burn or something that can go away naturally or with moisturization of some sort.
I also don't use any lubricant to masturbate. Could this be why?
