Since you are near the end of your pregnancy, the hardness that you feel is probably due to uterine contractions. this is totally normal and to be expected at this stage of pregnancy and is nothing to worry about. It is also common to have skin sensations like you describe due to the significant stretching of the skin on your belly. As long as it is not painful or irritation, and there is no rash, you probably have nothing to worry about. If it does get very uncomfortable, you should talk to your doctor about it.
