Difficulties in passing urine is commonly seen in prostatitis or other urinary tract infection. Kidney stone generally doesn't cause this type of symptoms.

He should go for urine routine and microscopic examination and if needed go for ultrasound abdomen. This will give you exact idea regarding cause. if you have urinary tract infection then just take a course of antibiotics like levofloxacin or norfloxacin. It is prescription based medicine so consult your doctor and take treatment accordingly.
