What Causes Uneasy Feet?

almost everyday I have uneasy feet. The discomfort is so bothersome that I feel the need to have to shake my foot and constantly massage it. Nothing seems to comfort them. Salt soaks, cold water soaks, lotioned massages, and just putting my feet up. What is it and what can I do to make it stop?
