Hello,
Thank you for your query.
Hormone levels fluctuate through out the menstrual cycle.
A high estrogen level in the beginning of a cycls is usually associated with ovarian cysts. These usually resolve themselves in 2-3 months leading to normal hormone levels.
Hormonal imbalances are also common near menopause and has a hereditary factor associated with it. If your mom attained menopause early,it is possible for you to do so as well.

If symptomatic and affects your daily life health i
, it may warrant hormone replacement therapy. This, however, needs to be carefully monitored and dose adjusted.
Menopause is when you don't have a period for 12 months in a row.
Perimenopausal period is when you are approaching menopause and may take variable range of time to reach menopause (upto 2-4 years). During this time, symptoms will be present (got flashed, irregular cycles, headaches, weight gain, hair loss etc.) this will decrease as you approach menopause.
I would suggest that you just wait it out unless this bothers your quality of life and health.(HRT also has side effects and is advised if benefits outweigh the risks)
See a gynecologist and your physician to monitor for any health problems like hypertension, fibroids, heart disease, ovarian cysts. Based on this, a proper plan of action can be used.
Hope this helps
Wish you good health
