What is your brothers age? has he had an episode of swelling in the affected limb earlier? It looks like a case of Chronic Deep Vein thrombosis with chronic venous insufficiency leading to skin darkening and can also lead to skin breakdown or ulcers. You should get a Color Doppler of his Venous system of the affected limb and he should wear compression stockings Class II specially when standing or walking. He can also take Tab Daflon 500mg twice daily for three months which will give him good relief. Take care and feel free to contact with the Color Doppler report.
