What Causes Spreading Small Red Dots On Foot?

Hi, This started two weeks ago, I first noticed small red dots on my foot. It slowly spread to my whole foot and them I was diagonsed with scabies. However the treatment did not help. Thus another doctor concluded it was not scabies but flea bites. However, the exterminator checked and found no fleas or bed bugs in my house. Now after treating my foot for fleas, the red dots are starting to go away, however now they are moving on to my foot. What is it? What should I do?

2. it's due to insect bite reaction, even single insect bite will flare up the reaction.
3. start using good moisturiser twice daily on exposed areas.
4.have complete cloth protection after 6 pm.
5.avoid hot water bath and excessive lather soaps.
