i have a strange small bump that appeared literally out of no where and this time my bf was next to me to see it. its happened before twice. the first one happened in september and it was on my left ankle and it started out as stinging and itching/burning and turned into a welt that was about 1 inch long and then about 30 later it disappeared. the second one was on monday this week and it was in the same spot but smaller and actually broke the skin and i ended up with a scatch. still have a small scab line. and now tonight i have the same looking bump but smaller by my collar bone. i dont know how to expain it

If I were your doctor, I would enquire from your history if you are exposed to any new substance/diet which could be allergic to your skin causing this problem. I would also advise you for an anti histamine for any allergic reaction, and for some basic blood investigations like a CBC, ESR, and a blood sugar test. If you were not relieved by the above, I would not hesitate to refer you to a Dermatologist (skin specialist) for further management.
