What Causes Recurring Raised Rash On Ankles?

I have a re-occuring rash on both of my ankles, warm to the touch, with some swelling. It occurs when I am standing on my feet for long periods of time. I feel achy in the joints and have some difficult walking. Also noticing numbness and tingling in the feet.

This is probably due to varicose vein. This is a type of insufficiency of veins to pump blood back to heart. Consult a surgeon as soon as possible.
