Hi..
Welcome to HEALTHCARE MAGIC..

I have gone through your query and can understand your concern...

As per your complain and presentation of symptoms the most common cause of recurring bumps on lips can be due to either Viral Infection causing cold sores caused by HERPES SIMPLEX VIRUS 1.
This causes recurring bumps over lips..
Other causes can be allergic reaction to some unknown allergen and when exposed to it can cause bumps formation..

You should consult a Dermatologist and get evaluated and in case of Viral Infection antiviral Medication can help in prevention of recurring episodes..

For allergic reaction a blood test will help in ruling out the allergen and prevention of exposure to it will prevent allergic reaction..
If still exposure and allergic reaction occurs anti allergic medication like Cetrizine or Fexofenadine (Allegra) can be taken..

Hope this information helps..
