What Causes Recurring Bumps On The Labia?

Hi doctor. I have a reoccurring problem where a 1-2 small bumps form on my outer labia every couple of weeks. They last about 4 days, don t ever pop or come to a head. It feels like something hard beneath my skin. They are slightly painful to the touch. Usually there is only one, occasionally 2. what could this be?
