What Causes Raised Veins On Raising The Arms?

I know a lady 42 years of age that whenever her arms are down the veins on the back of her hands and forearms stand out very noticibly. If she raises her arms, in a short period of time they return to "normal" looking veins. Over the last year she has lost through dieting a lot of weight to the point of emaciation. Should she be concerned and could this be something serious?

Visible veins on the back of forearm and hand is normal which can be present in any lean & thin individual. They disappear on raising the arm above shoulder level due to drainage of blood and reappear again when arm is put down. This is not something to be concerned about, but as you have mentioned she dieting to the extent of emaciation which IS a matter of concern.
Dieting should be done in a healthy way and excessive dieting without experts guidance can be dangerous. It can put an individual at risk of many diseases by lowering the level of essential nutrients and decreasing immunity.
