What Causes Pus Filled Blisters On The Legs?

I have these oozing sores on my legs. They start out as blisters. Some start out small. Some are large-size of a quarter or larger. I ve had them for a while now. A couple months ago, they had all cleared up. Then, over night, I had more pop up.My doctor says it is due to my heart not being able to pump the fluid back up and the fluid has to go somewhere, so it blisters and runs. Before, the blisters would ooze a thick liquid, then clear up and heal. Now, when one breaks open, it oozes and oozes. I m really starting to get worried because I stay so tired. I am anemic. Don t know what type of anemia. Now, i tie a rag around my leg and take it off when it gets wet. I just took one off after about being on for less than 10 minutes. Now, I m starting to wonder if this is something else. I am diabetic but have been trying to get it under control Yesterday my fasting blood sugar was 120 but that is the lowest it has been in a long time. The normal for me right now is 140-160. I have A Fib.
