What Causes Pimple Like On Scalp?
my husband keeps palpating small elevated pimple like stuff on his scalp. i looked at them, they re slightly elevated, very small like tip of a pen, and light red/dark pink. they re not itchy. but just annoying as one can feel them as one scratches or runs his fingers throughout his scalp & hair

Judging from the way you describe them, I am afraid but these could be Viral warts.
Warts are viral infections caused by Human Papilloma Virus. They present as asymptomatic,skin colored/pinkish, growths.
You should visit a dermatologist for a confirmatory diagnosis.
Trauma from combing etc can cause pain and bleeding. Moreover, being an infection, they can spread to other body sites through autoinnonculation and also to others.
Treatment is destructive modalities like CO2 Laser, Radiofrequency cautery, Electrocautery etc.
