What Causes Peeling Up Of Skin On Fingers?

The top layer of my skin has been peeling off on my fingers. It s starting to feel like my skin on the fingers is made of plastic and has a shiny finish to it now. Beneath the skin you can see small things that look like blisters/air bubbles. When those pop/burst some times where is a clear liquid that comes out of them and other times it just itches extremely bad. My skin hasn t been growing back when this happens which has been going on for the past 6 months. So much of the skin has peeled off to the point where three of my fingers on my right hand, no longer had ridges on them to form fingerprints. I ve stopped using chemicals, thinking that could have been part of the cause.
