What Causes Peeling Of Gel Part Of The Eyeball?

THe "gel" part of my eye ball is peeling from the outside corner of my right eye. This "gel" substance has accumulated right outside my iris... why would this "gel" like substance of my eye be peeling? It is very visible but does not hurt and just feels a little scratchy when I blink. I have never seen or heard of this before.
