What Causes Painful Urination?

I may or may not have a UTI, my doctor says it may just be irritation of the urethra. The pain went away and I was going pee normally for a day and now the pain came back but worse and I noticed blood in my urine, it s not my period because i had it last week. Should I go to the ER or wait to see doctor. I m feeling very uncomfortable.
