What Causes Numb Lips In A Heart Patient?

My husband just came home from visiting friends for coffee. He said he feels like he s in a fog and his left lip is numb. He has already had 3 strokes in the past and has 2 stents. No other parts feel numb. Should I take him to the er or wait and call his dr in the morning? I m sorry to have wasted your time. I did not know there was a charge. I will observe him closely. thank you anyway.
