What Causes Lower Back Pain When Diagnosed With Degenerative Joint Disease?

Hi, my brother was in the military and he has had lower back pain due to an injury that occurred in 1992. They have diagnosed him with mild degenerative joint disease of the lumbosacral spine. Could you please elaborate on what this is exactly? It does not seem to be mild when he is in constant pain.
