Well it could be because of smoking. Yes smoking may have effect on the erection as well so if your husband smokes, I would suggest him to stop smoking and also it would have many health benefits.

Also he should have more zinc in diet. Supplements would do well. It would also help in increase testosterone level in body.

Make sure he's fit and do regular exercise.

If still you don't find and results, he can take drug sildiafil which is available in market as Viagra. It would definitely help.

Another alternative for conceiving is artificial insemination. You can go for either method of conception.
