What Causes Itchy White Spots On The Inside Of Eyelids?

I have several itchy white spots on the inside of my eyelids. They are not sty s as they are too low down . They itch and iratate my eyes when I am tired or rub my eyes. What could they be ? My doctor thought they were an allergy and gave me drops which didn t work. They are not an allergy because I have had tests done for allergies. These white pinhead spots are worrying me now.
