What Causes Itchy White Bump On The Inner Lip?

I have one itchy white bump on the inside of my top lip. Right in the middle. It is not always there. When is comes up, it itches, no pain. I am able to peel it off of my lip sometimes and it goes away for awhile. When it comes back, the tip of my tongue itches like a lye bump. What is this white itchy bumb on my upper lip?
