I am a 40 year black female. I was born with what might be called a birthmark on the my top right thigh. It was just a black spot which had a slight bump. It appears to be a grow rather than just a skin coloration. Lately I have noticed it is getting larger and also beginning to itch. What should I do?

As you have birth mark on right thigh , and you started to itch. I want to tell you that itching may be due to streching of that mark or may be local infection. I suggest you to apply local moisture cream over part also clean that part properly, maintain good hygeine of that part. If your complain not resolve than consult a good dermatologist for this.
