What Causes Itchiness On Legs And Hands?

I have been itchy on my legs and sometimes arms and even hands without a visible rash for a few months. I have used a prescription hydrocortisone and gold bond anti itch cream at different times but the itch continues. I even tried an antihistamine Zyrtec which works to some degree but then I itch later that day or the next day. I have never had this issue until the last few months. I have not Changed detergent or anything. Any ideas would be appreciated.
