What Causes Itchiness And Discolouration At Back Of Knee?

I have some veins in the back of my vein and the back of my knee started itching real bad. I scratched then noticed the bright red and purple spider web look like my veins ruptured. Could this be a blood clot or cause one? I do have pain in my knee but I have psoriatic arthritis.
