What Causes Hard & Flaccid Penis?

My penis seems to be hard when flaccid. The top of the penis feels tense and has decreased sensitivity. I believe this is a result of too much sex/ejaculation and erections. There was a period of time where I was having a lot of sex and erections. The penis is tense on the top side and doesn't hag as loosely as a result. Age: 21 Height: 5'9". Weight 130. Healthy otherwise.

Hello and welcome to HCM.
As an Urologist, i can understand your concern.
If you're in good health,you're getting normal erections,and sensitivity.
You may be feeling decreased sensitivity,due to frequent sex.
In normal erections, the entire head and shaft of penis, becomes turgid.
When you masturbate or have sex, you can test the sensitivity, by feeling the response to touch over head of penis, separately.
