What Causes Frequent Elevation In The BP Level Despite Taking BP Medication?

I consistently have hbp today reading was 210/116 i already take 2 bp pills. This is my highest reading normally its like 180/103. I dont smoke nor have salt. Today was tough i was blacking out, dizzy, neasueas, so i laid back down slept for like 4hrs. My right eye was swollen shut, now is still swollen, still have headache. What should be my next step? I try to avoid ER at all cost- nothing worse then having a headache and being stuck there.Your thoughts?
