What Causes Difficulty In Breathing?

hello,
my mom has trouble breathing,brought on by anxiety sometimes,but the doctor she went to suggested she has asthma,so she has been using a nebulizer (not sure of the spelling)almost daily for a few years now...almost out of habit..to "make sure" she won't have any breathing problems,any ideas of where to go with this?
