Noted the history of diarrhea last week and now have extreme itching in an anal area, light blood on wiping after bowel movement, feeling of something hanging out of anus, do not see the hemorrhoid but it is very sore. Itching in the anal area is indicative of infective diarrhea that has not got treated with antibiotics,. I would advise you the following : Get a clinical evaluation by a General Surgeon and per-rectal and proctoscopy examination, tests of stool, blood and urine. This will give the most probable diagnosis and thus a line of management in the form of an antibiotic, metronidazole, probiotics, symptomatic and supportive treatment. Proctoscopy will tell whether the swelling is due to hemorrhoids, polyp or rectal prolapse so that the further management can be planned well.
