Is it normal for you WBC count to be declining? over the last year mine has gone from 7 to 4..i have had blood work done 6 times, each time was a lower than the last, reaching 4 with this last time. Neutrophils as well have gone down to 2. Should I be concerned?

Thanks for your question on Healthcare Magic.
I can understand your concern.
Low WBC (leucopenia) count with neutropenia (low neutrophils) should be evaluated thoroughly.
Common causes for this are
1. Malnutrition
2. Bone marrow suppression from any drug problem chemical
3. Megaloblastic anemia
4. Blood malignancy
5. HIV infection.
So better to consult doctor and get done detailed blood reports and bone marrow examination to rule out these diseases.
Hope I have solved your query. I will be happy to help you further. Wish you good health. Thanks.
