What Causes Cysts And Pain Along The Tibia?

For the last 9 years I have had what feel like small cysts along my tibia (Bilaterally) . They may or may not follow a vein distribution. The x-ray was clean 9 years ago and they haven t gotten much worse. But now I have pain along the tibia (bilaterally) and into the tarsal area of my foot as well as the arch. Several doctors had no idea what it was.
