It sounds like a urinary tract infection. You need to give your urine for testing and culture sensitivity. Also consult a urologist or a surgeon if the blister grows in size or causes difficulty or pain during passing urine.
If you do indeed have an infection you'll need to take antibiotics for that.
Urinary tract infection in males must always be treated seriously and at the earliest.
