What Causes Bumpy Body Rashes, Red Blotching And Itching?

My 7 yr old daughter has developed a rash all over her body except for her face, hands and feet. It is tiny little bumps that are barely noticeable until you look closely. Some portions of her back, back of the knees and her buttocks are more blotchy red. It is itchy.
