What Causes Bumps On The Lower Leg And Knees With Swelling In The Feet?

My husband has bumps on the front of his lower leg and behind his knees. They itch and there started a large patch on his foot upper foot, and now there are 2 large patches, size of quarter and one large patch appeared on the other foot. His foot is swollen.
