What Causes Brown Freckle Like Condition On Lower Legs In A Diabetic?

thank you, my husband has a brown freckle like condition on both of his lower legs, and it seems to be expanding. He is 53 years old. Is diabetic and uses both pills and insulin. Also he has high blood pressure and takes medication to control it. Can you tell me what is causing this condition

Diabetic dermopathy also known as shin spots, is considered the most common cutaneous finding in diabetes.Diabetic dermopathy, statistically significant in patients over the age of 50.Diabetic dermopathy appears as round to oval atrophic hyperpigmented lesions on the pretibial areas of the lower extremities. The lesions are usually bilateral and have an asymmetrical distribution. Histologically, lesions show edema of the papillary dermis, thickened superficial blood vessels, extravasation of erythrocytes, and a mild lymphocytic infiltrate.The extravasated erythrocytes leave hemosiderin deposits, which provide the brownish hyperpigmentation. The lesions of diabetic dermopathy resolve spontaneously, leaving scars behind.
