What Causes Blue And Black Discoloration On The Toe Nails?

Hi , my nephew s toe nails are turning a bluish black color and very crusty like and then they are just peeling and coming off like thick dry skin does but its not really painful.... Could this be a direct result of his methamphetamine use ? He just thinks there is something wrong with them but I think its the meth.
