Dermatologist 's  Response
Hi...based on your presentation my diagnosis is Keratosis Pilaris. It is a keratinization disorder in which black spots appear over the follicular orifices (looking like black heads), mainly involves the outer aspects of both arms, thighs and buttocks. But the exact diagnosis is only possible if you post a pic of those lesions.
Treatment of the condition involves applying a keratolytic agent like retinoic acid 0.05% at night time along with some urea containing emollient at morning time. this treatment you have to take at least for two months before you will any improvement as keratolysis is a slow process.
Hope this post is useful for you..
Thanks
