What Causes An Arm Flutter Persistently?

I have a non-painful flutter in my left arm near the elbow. If I have my palm facing up, the flutter is located on the right side of where the crease is. It s been happening for a week every half hour or less and lasts about 5-10 seconds. I can see it through my skin and doesn t seem to be the muscles. Any idea what this is?
