What Causes A Painful Bump On The Penis Shaft?

A small piece of my skin is raised up on my penis. Periodically, I flatten the raised up skin and pop a bump that is under this raised portion of my skin. Very light yellow stuff comes out after I pop it. This has been on my penis for as long as I can rememeet. What could this be?

Hi & Welcome.
You seem to have developed sebaceous cyst
It's generally harmless and does not need treatment. However, if it becomes painful or if there is an infection, or simply becomes unsightly, treatment would be a surgical excision under local anesthesia.
