What Causes HDL Levels To Keep Lowering?

I am a male, 6'3, 42 years, 200 pounds. I have lost 20 pounds over the last year through diet and regular exercise (mostly swimming, some treadmill and weight machines). I consider myself fit. I have been getting cholesterol tests done throughout this time and am concerned about my HDL. Instead of going up, it is going down. Last year it was 28, in January it was 26, now it is 24. Can you help me interpret these numbers?

Only way to increase hdl is by strenous exercie
exercise daily for 3 months for more then 4v minutes.
