HI, thanks for using healthcare magic

Low white cell count may not necessarily indicate there is any disease process. In some persons it may be of no significance.
In some cases, however, it may be indicative of infections, lupus, lymphoma, leukemia.

If it is significantly low, your doctor may op to repeat at a later date to recheck or if there are additional symptoms, he or she may do additional testing.

There are different possible causes for irregular or delayed periods such as: (1) emotional or physical stress or illness
(2)inadequate diet
(3)excess physical activity
(4)abnormal levels of thyroid hormone
(5)high levels of prolactin hormone
(6)polycystic ovarian syndrome

To determine the cause, your doctor would need to examine and would likely suggests some blood tests.

I hope this helps
