However, it is not a phenomenon that should be normally associated with fever or while raised lesions on the inner lip. It seems that your daughter is suffering from viral infection like chickenpox or herpes. You should go to a pediatrician for physical examination of the kid and to check for lesions that may be present elsewhere on the body but you may not have noticed yet.
