Suggest Treatment For Watery Eyes

I am not able to figure out if I am suffering from any kind of allergy or is it a disease. All of a sudden, water starts coming out of of my eyes and nose blocks. After few minutes, everything gets fine.
This start to happen to me almost a month back. Please suggest to whom I should consult. An ENT specialist or other specialist.
